Virtualmin is essentially just a webmin module. It is used to manage multiple websites using a control panel interface, like plesk or cpanel. You can create apache virtual host files, configure DNS services, MySQL databases and email services. It works with webmin so it is just an addon to install on top of it and you are ready to go with full capabilities to create and manage a web hosting service.
You can also create sub users so they can login and manage their own web hosting service, mailboxes, ftp and much more.
